Rockford's Code of Ordinances, Chapter 4 (Animals), defines 'poultry' as domesticated chickens, turkeys, ducks, geese, guineas, or rabbits, and prohibits killing or selling such animals for human consumption within the city. The keeping of pigeons is separately regulated (with coop size and flock-size limits), but chickens and other poultry for personal backyard use are not authorized.

Rockford's City Council has twice considered — and rejected — proposals to legalize a limited number of backyard hens. In January 2023, aldermen voted down a regulated, permit-based pilot program that would have allowed a small number of hens (up to four) while explicitly prohibiting roosters. No new city ordinance has passed since that vote.

A state-level bill, Illinois HB4764 (the proposed 'Vegetable Garden and Backyard Chicken Protection Act'), could eventually force Rockford to allow backyard hens by preventing outright municipal bans, but as of this writing the bill remains pending in the Illinois House and has not become law, so Rockford's existing prohibition remains in effect.

Because backyard chicken-keeping is currently prohibited citywide, there are no active coop, setback, or permitting standards for hens in Rockford. For reference, the rejected 2023 ordinance proposal would have imposed restrictions on the number of birds, coop size and location, and would have explicitly prohibited roosters — but since it failed, none of these standards are in force.
